| − | Kako je zemljama u tranziciji konačni cilj integracija u EU, integracija energetskih sustava zemalja u tranziciji je prirodan proces. Prva je stepenica restrukturiranje energetskih sustava na nacionalnom nivou, razdvajanjem djelatnosti proizvodnje, prijenosa, distribucije i opskrbe, a zatim slijedi postepeno uvođenje tržišnih pravila. Nakon toga, cilj je integracija nacionalne energetike u kontinentalnu, prvo na regionalnom nivou.
