Energetika u tranziciji
Kako je zemljama u tranziciji konačni cilj integracija u EU, integracija energetskih sustava zemalja u tranziciji je prirodan proces. Prva je stepenica restrukturiranje energetskih sustava na nacionalnom nivou, razdvajanjem djelatnosti proizvodnje, prijenosa, distribucije i opskrbe, a zatim slijedi postepeno uvođenje tržišnih pravila. Nakon toga, cilj je integracija nacionalne energetike u kontinentalnu, prvo na regionalnom nivou.

Kao dio procesa tranzicije i priključenja Zapadu, zemlje Centralne i istočne Evrope moraju polako usvajati zakonodavstvo EU. Zakonodavstvo EU se bazira na dvije direktive:
- Directive 2003/54/EC of the European Parliament and of the Council of 26 June 2003 concerning common rules for the internal market in electricity and repealing Directive 96/92/EC
- Directive 2003/55/EC of the European Parliament and of the Council Concerning common Rules for the Internal Market in Natural Gas and Repealing Directive 98/30/EC
The First Ministerial Meeting on the Regional Electricity Market in South East Europe held in Athens on 15th November 2002
- The Ministers of Energy signed the "Athens Memorandum-2002" that sets out a clear strategy for the reform of the electricity sector in South East Europe.
- The recipient countries and the donors endorsed the "Strategy Paper on the Regional Electricity Market in South East Europe and its Integration into the European Union Internal Market" that provides a road map for the achievement of the objectives laid down in the Memorandum.
- Alongside the Ministerial meeting the donors and the countries representatives met to discuss on the further actions and next steps to be undertaken. "Post Athens Schedule"
